A movement for tribal autonomy for Karbi people was underway in Karbi Anglong district of Assam. Comrades working in Karbi Anglong formed an organisation named People’s Democratic front in 1985 to provide revolutionary democratic orientation to the people’s aspirations for more autonomy. The PDF contested Assam Legislative Assembly polls in 1985 and its candidate Holiram Terang won a seat. Thus for the first time a party member entered a legislative assembly.

In the meantime, the demand for a hill districts state comprising the twin districts of Karbi Anglong and North Cachar Hills within the state of Assam gained momentum. In order to provide militant leadership to this movement, in 1987 People’s Democratic Front was renamed as Autonomous State Demand Committee. The movement for autonomous state was unparalleled in the history of movements for tribal autonomy, and in 1989 ASDC registered a landslide victory in Autonomous District Council elections, thus putting an end to the long innings of the oppressive and corrupt Congress rule in this autonomous district council. Its influence spreaded to the neighbouring district of North Cachar Hills. In 1991 legislative elections, ASDC won all the four seats of Karbi Anglong district. In the general elections to 10th Lok Sabha, ASDC candidate Com. Jayanta Rongpi won the autonomous district seat with a comfortable margin. He has retained this seat in 1996 and 1998 general elections. Moreover, in 1996 Legislative Assembly elections ASDC has maintained all the four seats of Karbi Anglong and even won the North Cachar Hills legislative assembly seat as well. In the same year ASDC uprooted Congress from North Cachar Hills district council, to round off the overall and complete victory in this region of twin hill districts.

In the course of consistently struggling for an autonomous state for the two hill districts, ASDC has snatched a number of powers for the autonomous district councils which no other similar local-self government enjoys. This is because it has never compromised people’s interests and always unflinchingly carried forward the movement despite Congress and police attacks.

Being in power in the local-self governments of Karbi Anglong and North Cachar Hills districts, ASDC has taken up development measures in the interests of the most downtrodden tribal people living in this part of the country.
